About Toa Baja
Founded 18 January 1784 on land settled from 1745, on the north coast twenty-five minutes from San Juan. 75,293 people at the 2020 census, eighth on the island — though down about 16% from 89,609 in 2010.
Almost the whole municipality sits in a flood zone. Houses here were historically built raised off the ground for that reason, and the town is Ciudad Bajo Aguas, the city under waters. Also Ciudad de los Valles del Toa and Los Llaneros, the plainsmen.
In Hurricane María the Río de la Plata rose more than eleven feet.
Twenty-two beaches, including Punta Salinas. Isla de Cabras and the Cañuelo fortress guard the mouth of San Juan Bay. Sugar cane and cattle gave way to metals, plastics, concrete, textiles and rum. The boxer Edwin Rosario, four-time world champion, was from Toa Baja.
